A former Rockford city official has pleaded not guilty to criminal charges. Mark Bixby was a director of the city's  Energy Department. Bixby is accused of defrauding a heating contractor and a window contractor out of more than $53,000 between 2006 and 2010. Bixby is charged with mail fraud, bribery, extortion, and lying to the FBI.
