A Winnebago County Grand Jury rules three Rockford Police officers were justified when they fatally shot 18 year old Logan Bell last October on South Central Avenue. Police say Bell was shot in a field south of Pilgrim Baptist Church after he refused to put down what turned out to be a bb gun. Winnebago County Coroner Sue Fiduccia says Logan Bell was shot 16 times. The three officers involved in the fatal shooting are Phillip Statler, Jeremiah Cizerle, and Sgt. Andre Brass. The incident was investigated by the Winnebago County Integrity Task force.
