Plans to expand The Winnebago County Landfill along Baxter Road near I-39 clear a hurdle. The Winnebago COunty Board voted 20 to 3 Thursday in favor of Rock River Environmental Services' request to expand its landfill by 222 acres. The company will ask the Illinois EPA for permission to expand its landfill and for an operaing permit for the larger landfill. It's a process that could take several more years. The existing landfill is expected to reach capacity in eight years. Expansion opponent Marty Maggio is vowing to appeal the County Board's decision.
